National Budget Circular No. 542, issued by the Department of Budget and Management (DBM) on August 29, 2012, reiterates compliance with Section 93 of the General Appropriations Act — the Transparency Seal provision.

Under Section 93, all national government agencies are required to maintain a Transparency Seal on their official websites, containing: (i) the agency’s mandates and functions, the names of its officials with their positions and designations, and contact information; (ii) annual reports for the last three years; (iii) approved budgets and corresponding targets; (iv) major programs and projects categorized under the five key results areas of E.O. No. 43, s. 2011; (v) program/project beneficiaries as identified in the applicable special provisions; (vi) status of implementation and program/project evaluation and/or assessment reports; and (vii) the annual procurement plan, contracts awarded, and the names of contractors, suppliers, and consultants.

The head of the agency is responsible for ensuring compliance with this provision. DepEd’s compliance with the Transparency Seal requirement is further grounded in Republic Act No. 10633 (General Appropriations Act, FY 2014).

The documents listed below fulfill item (vii) of this requirement for the Department of Education – Negros Island Region.
