The Department of Education Negros Island Region (DepEd NIR) is committed to delivering efficient and transparent services through the SOUVENIR programβSystems Optimization and Unified Validation and Evaluation for the Negros Island Region.
Developed and managed by the Quality Assurance Division (QAD) of the DepEd NIR Regional Office, SOUVENIR brings the applications that private schools file with DepEd into one secure online system. Schools submit and track their applications in one place, and each application moves digitally from the school to the Schools Division Office (SDO) and on to the Regional Office (RO), replacing much of the paperwork that used to travel by hand.
NIRSOMS (Negros Island Region Special Order Management System) streamlines the processing of Special Orders (SO) for Senior High School completers from private educational institutions. Special Orders are a crucial requirement for private Senior High School graduates to validate their completion of the program.
The school uploads its list of completers and their supporting documents, and the School Head certifies the submission. The SDO validates it and endorses it to the Regional Office, where the QAD evaluates it for approval. By digitizing these steps, NIRSOMS reduces manual errors, prevents duplicate issuances, and standardizes evaluation across the region, while the school can follow the status of its submission at every stage.
Upon final approval, the Special Order and its indorsement are issued with a control number for the school's records.
Notice to Graduates: If you are a graduate requiring a Special Order, kindly contact the private school where you completed your program so they can coordinate the issuance with DepEd NIR. Direct requests are not processed through this portal.
eCTOSF handles private schools' applications on their tuition and other school fees for the coming school year, whether the school is proposing an increase or keeping its current rates.
The school fills in its fee table per grade level (and per track for Senior High School), attaches its supporting documents in PDF, and the School Head forwards it to the SDO. The SDO checks the attachments and endorses the application to the Regional Office for evaluation and approval. If something needs correcting, the application is returned with the reason, so the school can revise and resubmit it instead of starting over.
Applications that propose an increase require additional supporting documents. The complete list is shown inside SOUVENIR when the school creates its application.
Notice to Parents and Learners: Questions about a school's fees should first be raised with the school. The school's approved fees are the ones it may collect for the school year.
Private schools submit their school calendar for the school year through SOUVENIR for review and approval.
The school uploads its request letter together with its calendars (a general calendar, or separate calendars per level: Kindergarten, Elementary, Junior High School and Senior High School). The School Head endorses the submission to the SDO, which receives, reviews and endorses it to the Regional Office for final approval. Every step, including when the request letter was received at each office, is recorded in the application's tracking history.
The processing and issuance of the following will also be handled through SOUVENIR:
Schools will be notified, and this page updated, once these services are available. Until then, please continue to coordinate with your Schools Division Office.
In line with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (RA 11032), administered by the Anti-Red Tape Authority (ARTA), each office along the route has a set number of working days to act on an application. Schools can see in SOUVENIR which office their application is with, and since when.
SOUVENIR is also built with strict adherence to the Data Privacy Act of 2012. A school's applications and attachments can only be opened by the school itself, its Schools Division Office, and the Regional Office, and every action is recorded in a tracking history.
Private schools in the Negros Island Region holding a valid Government Permit or Government Recognition may register in SOUVENIR. One account gives access to every service the school is eligible for. Special Orders apply to schools offering Senior High School.
All registrations are subject to validation by the Schools Division Office and the Quality Assurance Division before access is granted. For questions about eligibility or requirements, kindly coordinate with your Schools Division Office or the QAD of the DepEd NIR Regional Office.
